Development includes strategies, projects, programmes and initiatives which aim to enhance the capability and capacity of member organizations.

The ultimate goal of development investment is an increase in the participation of persons with a disability in sport through high functioning organizations.

In 2007, the International Paralympic Committee (IPC) Governing Board committed to supporting the growth of the Paralympic Movement through strengthening the development of NPCs through an Organizational Development Initiative, as well as supporting ongoing development initiatives conducted by IPC Member Organizations through traditional Development Grants (through 2009) and participating in Sport for Development Initiatives as an effective and appropriate engagement strategy for developing nations.

The IPC also engages in a variety of partnerships with non-member organizations to reach its core objectives.
